What Exactly is PhilHealth?

PhilHealth is a government-owned and controlled corporation (GOCC) tasked with administering the National Health Insurance Program. Think of it as a nationwide bayanihan for health. Every member’s contribution goes into a central fund that is used to help pay for the medical care of fellow members when they need it.

Under the Universal Health Care Act (R.A. 11223), all Filipino citizens are automatically enrolled in the program. Members are generally classified into two main groups:

  • Direct Contributors: These are individuals who have the capacity to pay premiums. This group includes employees in the private and public sectors, self-employed individuals, professionals, Kasambahays, and Overseas Filipino Workers (OFWs).
  • Indirect Contributors: These are members whose premiums are subsidized fully by the government. This includes indigent members, senior citizens without a source of income, and persons with disabilities (PWDs) without a source of income.

*The scheduled increase to 4.5% in 2023 was suspended by the Office of the President, keeping the rate at 4.0% for that year.

Contribution Rules by Member Type

Here’s how the calculation applies to different member types based on the selected year’s rate:

Employed Members (Private & Government)

Your contribution is split equally between you and your employer (50/50).

Self-Employed / Voluntary Members

You shoulder the full contribution based on your declared monthly income.

Overseas Filipino Workers (OFWs)

OFWs also pay the full contribution based on their declared income. The calculator provides both the monthly and total annual contribution.

Kasambahay (Domestic Helpers)

A special rule applies here:

  • If the salary is ₱5,000 or less: The employer pays the entire contribution. The Kasambahay’s share is ₱0.
  • If the salary is above ₱5,000: The standard 50/50 sharing between the employer and Kasambahay applies.

Persons with Disabilities (PWDs)

  • If NOT employed / no income: The premium is fully subsidized by the government.
  • If formally employed: The PWD’s share is ₱0. The premium is shared equally by their employer and the national government.

Senior Citizens (60 years and above)

  • If NOT employed / no income: All Senior Citizens are automatically covered, and their premium is fully subsidized.
  • If employed or still earning an income: They are required to contribute the full amount based on their income, similar to a voluntary member.
